Scan option to ignore recorded delete-file sizes #3575

plan_files always passes the delete file size recorded in the manifest. On a table hit by apache/iceberg#12554 that size can be wrong, and the lazy size lookup from #3433 only helps tasks an engine builds itself with no size. A scan option that drops the recorded size, so the loader looks it up instead, would let those tables be read through plan_files too. Came up in #3433.
