Behaviour fix ahead of the release-management optimization (#1345).

Summary

release-announce-draft, release-audit-report and release-rc-cut told the agent to post with an inline --body "<body>".
Under the secure setup, gh runs outside the sandbox only as a plain command, and the shell rewrites a markdown body passed inline.
Each now writes the approved body to a scratch file and passes --body-file, as AGENTS.md requires.
The two gh pr create calls also gain --web, so the release manager reviews the PR in the browser before submitting it, as security-issue-fix does.

Test plan

  • prek hooks on commit; token stamps updated
  • release-announce-draft step-3 (the only eval-extracted section touched): 3/3
