What to build
Route Harbor/headless model-visible context exclusively through ContextEngine while retaining strategy flags for A/B and rollback.
Acceptance criteria
- Headless has one assembly owner.
- Official verifier artifacts remain authoritative.
- Runtime-policy A/B can select old-compatible and new strategies.
- Tool protocol and cancellation behavior are unchanged.
- Rollback flag restores compatibility adapter behavior.

Superseded by #1615 (automatic long-term memory lifecycle, SQLite-based; accepted by maintainers 2026-07-30, PR ① #1770 merged). This MM-12 work item never landed outside draft PR #820 and is replaced by the #1615 design and its LongMemEval/MSC evaluation plan.
