MM-13: Migrate desktop and CLI context assembly to ContextEngine

Parent

#771

Checkpoint

MC-3 ContextEngine ownership

What to build

Route desktop and CLI provider-visible context through the same ContextEngine contract used by headless.

Acceptance criteria

  • Desktop and CLI use the same strategy identifiers and budget contract.
  • Manual compact and session restart still work.
  • Host policy may configure but cannot mutate assembled messages.
  • Surface diagnostics use the shared schema.
  • Compatibility adapter remains selectable during migration.

Required tests

  • Desktop integration
  • CLI integration
  • manual compact
  • restart
  • cross-surface fixture consistency

Benchmark

Cross-surface deterministic replay; no model-cost benchmark beyond smoke is required.

Blocked by

Rollout and rollback

Per-surface flag selects the compatibility adapter while retaining ContextEngine ownership.

Superseded by #1615 (automatic long-term memory lifecycle, SQLite-based; accepted by maintainers 2026-07-30, PR ① #1770 merged). This MM-13 work item never landed outside draft PR #820 and is replaced by the #1615 design and its LongMemEval/MSC evaluation plan.
