Show error message and fail at startup if the body factory path in 'template_sets_dir' records.config setting is invalid

This is a change in Yahoo Internal 9.1.  The fix depends on https://github.com/apache/trafficserver/pull/8208 .  I'll put up a PR for this as soon as 8208 is merged.
