Update C# CI to checkout v7 and setup-dotnet v6 while retaining the .NET 8 target, existing cache key, formatting, examples, tests, packaging, and startup-budget checks. Add weekly grouped Dependabot updates for GitHub Actions.
Validation: actionlint passed; the Release solution build completed without warnings or errors; all 65 tests passed locally.
