fix(databases-on-aws): renumber duplicate Workflow 9 in dsql skill - #186

Merging #168 produced two `Workflow 9` headings in `dsql/SKILL.md`: the existing "Query Plan Explainability" (kept at 9, since the `Workflow 9 Phase 0` reference and the `query_explainability_evals` runner already point at it) and the new PG-migration workflow. Renumber the new entries to: - Workflow 10: Full PostgreSQL → DSQL Schema Migration - Workflow 11: ORM Migration (Django/Hibernate/Rails) Bump plugin to 1.3.1 (patch — doc-only fix).
