docs(contributing): expand contributor guide with setup and conventions - #282

CONTRIBUTING.md was AWS boilerplate that delegated to docs/ without telling a new contributor how to actually get started. Add the quick start, repository layout, mise task reference, skill-authoring notes, commit conventions, and the two CI-enforced PR requirements so the guide is self-sufficient.
