The runner billing path in BillingState::customer_id() was discarding the PlanStatus returned by get_metered_plan_status(), allowing billing to proceed even for canceled/inactive subscriptions. Now check status.is_active() before caching the customer ID, matching the existing correct pattern in QueryPlan::get_active_metered_plan(). https://claude.ai/code/session_014p6Ri1E5zgPLKJ2CXihaPe
