Bitshares proposals fail to broadcast due to package dependency issue #293

To Reproduce
Create a proposal operation, within the astro-ui this can be done by creating any operation, getting to the deeplink dialog component and selecting the proposal tab.
Expected behavior
The proposal operation broadcasts to the bitshares blockchain via the bitshares beet multiwallet.
