Adds a Buzz-specific adapter that derives execution domains from broker-verified community, membership, requester, and capability facts. It builds on the generic reader-set lattice and flow state from #7293, which is now merged into
main.Stack: #7293 (merged) → this PR → #7497 (
IfcSession). This branch is rebased ontomainat44c1cc7df; #7497 targetsjm/buzz-ifc-domain.
