Archive and upload SimpleGraphicDylibs-arm64-osx.tar.gz as a CI artifact and attach to releases.

  • Artifact uploaded on every build
  • On release event, attached to GitHub release
  • Filename convention matches Windows: SimpleGraphicDLLs-x64-windows.tar → SimpleGraphicDylibs-arm64-osx.tar.gz
