Remove broken Paketo pipeline updater workflow - #438

Ejects the Paketo pipeline-builder auto-updater, which is broken and can no longer be customised to this project's needs. The upstream `paketo-buildpacks/pipeline-builder` is being deprecated and will stop being maintained, so the updater is removed rather than repaired. Removes: - `.github/workflows/pb-update-pipeline.yml` (the `octo` auto-updater) - `.github/pipeline-descriptor.yml` (`octo` input) - `.github/pipeline-version` (tracked pipeline-builder version) The other generated `pb-*.yml` workflows are retained as-is; they no longer receive automated updates.
