Add a reference table for important header sync, DAS, shrex, store, cache, and blob metrics with descriptions and acceptable values. Fixes celestiaorg#2160

Thanks for the time and for keeping the repo open to external contributions — much appreciated. Closing this PR to reduce noise on the review queue: no maintainer feedback so far and it's been sitting without traction (and/or blocked on fork CI / permissions we can't unblock from our side).
