Adds celestia-validator-monitoring by Huginn Tech to the Community tools list on the Fibre metrics page.
It is an open-source package of Prometheus alert rules and a Grafana dashboard for consensus validators running Fibre and a remote signer (tmkms): Fibre readiness and on-chain registration, signer latency, double-sign risk, upgrade signalling and governance votes. It runs on a our Mocha validator and latest release (v0.2.1).
