chore(mosaic): add perf-measure skill and react-scan in Swingset dev - #10626
Adds a perf-measure skill for Mosaic and loads react-scan in Swingset dev, so an agent can measure an interaction, find why it's slow, and report a before and after table on the PR.
The skill (packages/mosaic/.claude/skills/perf-measure/SKILL.md): one Playwright script, run against Swingset dev for per-component render counts from react-scan, and against a production Swingset build for time to the next frame at 4x CPU. It includes a table that maps results to a fix and the format for the PR table. It needs no source edits.
Swingset dev now loads react-scan 0.5.7. Its toolbar shows render outlines and FPS while you click around.
react-grab never loaded in Swingset before: the protocol-relative //unpkg.com URL resolved to http://, whose redirect to https has no CORS header, so the browser blocked it. It now uses https://.
The skill is found by sessions started in packages/mosaic, not by sessions started at the repo root.

Adds a skill that documents a browser-based workflow for measuring Mosaic UI performance against Swingset development and production servers. Its Playwright script applies 4× CPU throttling, measures actions through the next frame, and reports timing and available component render counts. The skill also covers interpreting and comparing results. In development, RootLayout now loads React Scan 0.5.7 before interactive and loads React Grab from an HTTPS URL.
The measurement instructions can fail or collect results from the wrong server when port 6006 is occupied; update the documented port handling before merge.

Tested on 717b1a7e, untouched since — Before, react-grab was CORS-blocked and nothing loaded. After, react-scan draws render outlines and an FPS toolbar, and react-grab loads over https.

- Line 52: Update the Stop rule in section 3 to clarify that a p50 under 16ms
applies only to the first frame and is not sufficient to stop when an action
defers work, such as transitions or async state; require tracing deferred work
before stopping.
- Around line 64-66: Update the performance script to receive the selected
server mode explicitly and use it to distinguish dev from production runs. When
the mode is dev and `window.reactScan` is unavailable, stop with an error
instead of collecting or labeling timings as production; update the step 2 run
command to pass the URL and mode.
- Line 75: Update the repetition loop that collects render counts so it retains
each run’s counts instead of overwriting them in `renders`. In the `scanning`
report, aggregate counts per component across all runs using a clearly labeled
statistic such as the median, then rank and display the top components by that
aggregate.
- Line 104: Update the “Each action runs inside the page” guidance to use
synthetic event dispatch only when browser default behavior is not required. For
typing, focus, selection, and pointer interactions that rely on that behavior,
direct readers to Playwright keyboard or pointer APIs while keeping timing
markers in the page.

State that the dev port can differ from 6006.
dev.mjs starts on 6006 but moves to the next free port up to 6106. The skill's script takes its URL as an argument and does not hard-code 6006. A reader who follows the fixed 6006 comment can point the run at another server. That server can be an unrelated page, which fails at the first action selector, or an older Swingset dev server, which reports counts from the wrong code.
Suggested fix
-pnpm run dev:swingset # dev on port 6006+pnpm run dev:swingset # dev on 6006, or the next free port up to 6106; use the URL it prints
