docs(mosaic): give each agent rule one home and trim the guides - #10691
Restructures the Mosaic agent docs so each rule has one home and every guide has the same shape. packages/mosaic/AGENTS.md holds the rules every change follows and routes each task to one guide in packages/mosaic/docs/.
ARCHITECTURE.md is removed. Its content moved into the guides, including new ones: features.md, theming.md, lint.md, writing-docs.md and breaking-changes.md.
Each guide opens with a "Read this when…" line that matches its line under Task guides in packages/mosaic/AGENTS.md, then a worked example, ## Rules, and the how-to.
AGENTS.md adds a short principles section and a note that every line under ## Rules is a requirement. It also folds the Reuse lines for niche helpers into one catch-all line.
features.md now says to check packages/ui/src/components/ for a legacy version before adding a feature, and to treat a match as a migration.
New sections: models.md "Before the API exists" (building from a design before Clerk can back it) and controllers.md "Multi-step flows" (one machine and one form, with the view side in views.md). views.md now says one flow per surface instead of nesting flows, and the Reuse list adds FileUpload and Banner. Moved from docs(mosaic): document models before the API exists and multi-step flows #10677.
The docs shrink from 3,697 to 1,615 lines, and packages/mosaic/AGENTS.md, which loads on every Mosaic task, from 20 KB to 12 KB. Most of the cut is repeated rules and measurement tables, mainly in motion.md, stylex.md and controllers.md.
PRs that edit ARCHITECTURE.md (#10553) will need their change moved to the matching guide in docs/.

The pull request reorganizes Mosaic package instructions and documentation. It removes the architecture document and the Mosaic skills-table entry. It adds guides for feature development, theming, linting, breaking changes, and documentation writing. It revises guidance for controllers, models, views, primitives, migration, testing, and component authoring.
clerk/javascript#9984: The controller and model guides discuss direct actions and step-up verification, including using reverification for actions that require it.

Combining the SSO examples requires a model adjustment. The documentation change is otherwise mergeable with that limitation noted.

- Line 30: Clarify the legacy-package reference in the feature guidance row so
packages/ui is explicitly repository-root-relative or written as ../ui relative
to packages/mosaic; preserve the migration guidance link.
Review comments at @packages/mosaic/docs/controllers.md:
- Line 107: Update the controller-mounting guidance to preserve the controller
across transient loading during setActive, retaining its actor and pending
state; limit this guidance to models that cannot become unready during an
action.
- Line 94: Update the busy state in the controller example so it ignores CLOSE
while the action is in flight: remove the CLOSE handler that assigns open to
false, and preserve the busy-state invocation and existing open context.
Review comments at @packages/mosaic/docs/documenting-components.md:
- Line 74: Update the story declaration guidance around StoryEmbed to require
function declarations that extractStorySource can match, rather than implying
named arrow-function exports also produce a code footer. Keep the documented
examples consistent with the extractor’s supported forms.
Review comments at @packages/mosaic/docs/migration.md:
- Line 28: Update the inventory search command for the useFetch /
useOrganization row to match both useOrganization and .reload(), so it finds the
listed loading and revalidation paths.
Review comments at @packages/mosaic/docs/skeletons.md:
- Line 42: Update the skeleton visibility guidance around the useSpinDelay gate
to hide the entire mounted subtree with wrapper opacity rather than visibility,
since skeleton pseudo-elements explicitly set visibility to visible. Preserve
the delayed appearance for slow loads, prevent fast-load flashes, and keep the
skeleton mounted so its space does not shift.
Review comments at @packages/mosaic/docs/testing.md:
- Line 119: Update the `test:visual:update` documentation to state that failure
recovery restores tracked screenshots from the Git index, not their previous
working-tree contents, and warn readers to stage or back up baselines before
running it because unstaged changes and deleted untracked baselines are not
recovered.
Review comments at @packages/mosaic/docs/theming.md:
- Line 33: Update the theming guidance for the --cl-* tokens to clarify that
scoped overrides of seed tokens such as --cl-color-brand do not recalculate
dependent tokens such as --cl-color-brand-alpha-100. Document that consumers
must also override dependent tokens in the same scope to ensure the scoped theme
uses the intended values.
Review comments at @packages/mosaic/docs/views.md:
- Line 97: Update the MosaicProvider localization description to document that
locale also formats plural counts through Intl.NumberFormat and is used by the
active-devices model for relative times and dates. Remove the claim that locale
only feeds Intl.PluralRules.
