fix(mosaic): lint hover and reduced-motion styles and fix existing sites - #10692
Adds four Oxlint rules for Mosaic src/**/*.styles.ts files and fixes the styles they flag:
A :hover key must sit inside @media (hover: hover), so hover styles don't stick after a tap on touch devices.
A :hover key must skip disabled controls (e.g. :hover:not(:disabled, [data-disabled], [aria-disabled="true"])), because browsers still match :hover on disabled elements. A list row's [data-active] highlight is left alone: disabled rows can still become active, as in Base UI.
A transitionProperty that lists transform, translate, scale, rotate or all needs a prefers-reduced-motion branch.
A transform/translate/scale/rotate with a data-starting-style or data-ending-style value needs a prefers-reduced-motion branch.
The rules are eslint-compat/no-restricted-syntax selectors in packages/mosaic/oxlint.config.mjs. They replace three stale selectors that pointed at hover() and motionSafe() helpers, which don't exist in packages/mosaic/src, and the override that turned the rule off for styles files.
User-facing effect: on touch devices, link buttons no longer show their underline after a tap. With reduced motion on, Drawer opens at its resting position instead of starting below it for a frame.
Docs for these rules will land with the Mosaic docs rewrite in a separate PR.
Raises the dist/styles.css bundlewatch limit in packages/mosaic/bundlewatch.config.json from 17KB to 18KB. The added hover and disabled guards grow the gzipped CSS by about 0.15KB, which put it at 17.09KB.
