v3: Hosted dashboard with optional cloud sync #1

Summary
Add an optional hosted dashboard with cloud sync for governance artifacts.
Context
Tracked in ROADMAP.md under Future / v3.
Scope ideas
- Sync
.outerloop/snapshot data to a hosted endpoint (opt-in) - Team-wide governance view without local CLI
- Preserve local-first default; cloud is additive
Non-goals
- Replacing local ledger storage
- Mandatory SaaS account for open-source usage

This issue (#1) is under the v3 / Future milestone — it's a large product surface (hosted dashboard + optional cloud sync), not a good first contribution. I'm leaving it unassigned for now so we can scope it properly later.
If you'd like to contribute sooner, please pick something from the good first issues list, for example:
