Independent Markets #401

Have mod items be purchasable by all factions, much like base.rte items. These mods would function like an independent market, suppliers to other factions.

Possibly done by adding a new flag to the mod's index.ini.
Examples: FactionIsNeutral = 1 or FactionIsMarket = 1.

Mods set up like this would cease to be a playable faction.
