Documentation on configuring logging #9366

The configuration page does not have much information about how to configure dask's logging.

However the actually is a bunch of details on it in the Debugging page

It took make ages to find it.
For discoverability, I think it would likely be better to move logging config to configuration.
And then cross reference it in Debugging?
Or if leaving it in Debugging, then cross reference the existing section within configuration.

I was looking for it not for purposes of debugging, but for purposes of making sure we logged things consistently for production, so i only looked under configuration at first.
