Tracking: Ubuntu 26.04 VM Plan #125748
Description
We currently have a policy of runing both Azure Linux and Ubuntu VMs. We use both VM types of bare VM testing. In the past, we've found subtle differences in that scenario. We also use the Azure Linux VMs as our container host.
This PR removes the Ubuntu VMs: #125535
This is a short term change to enable 26.04 testing in PR now. We'll switch back to VMs 26.04 VMs are ready (Mayish).

Residual bare-22.04-VM usage
The Ubuntu Helix VM coverage in
helix-platforms.ymlandlibraries/helix-queues-setup.ymlis moved to bare 24.04/26.04 VMs in #129863 (latest → bare 26.04 VM, oldest → bare 24.04 VM; WASM stays containerized). The following bare-22.04-VM usages are not addressed there and remain residual:Android emulator VMs — blocked
