The .NET runtime currently has iOS and tvOS 13.0 as the "floor" for the deployment target. macOS 27 Golden Gate requires Xcode 27, and Xcode 27 cannot build for 13.0. It's lowest supported deployment target is iOS 15.0.

The system requirements at https://developer.apple.com/xcode/system-requirements/ for Xcode 27 indicate

Deployment Targets

iOS 15–27
iPadOS 15–27
tvOS 15–27
watchOS 9-27
visionOS 1–27
macOS 12-27
DriverKit 21-27

This means we cannot build the runtime repository's tests with Xcode 27.

    To allow building the tests, you would need the changes described in #134856

    Extract fixes from #133575: UIScene lifecycle with once-only startup; AppleAppBuilder deployment target 13.0 -> 15.0
