On the Apple-mobile CoreCLR runtime-test legs, this regression fails while creating Runtime: its constructor throws InvalidProgramException. The exact exception/constructor/failed-test sequence appears in six distinct builds among the ten sampled source-and-prior builds: 1617342, 1619076, 1620717, 1622039, 1622443, and 1624450. It also reproduces in follow-up build 1625894. The preceding sampled build 1614142, finished 2026-09-28, does not show the signature. This identifies the first observed occurrence in the sampled window, not the introducing product change.

Tracking: #124219. That unlabeled tracker describes a different WebAssembly GetUnmanagedCallersOnlyThunk assertion; it is not a matching KBE for this Apple-mobile constructor exception. No matching open or recently closed KBE or handling PR was found in the completed test-path and exception searches.

The source and follow-up builds are later than the mobile test-host fix in PR #134767. No root cause or mitigation is established here.
