The outer-loop ResolveAddresses_NonExistent_ReturnsNxDomain(async: True) test again returned ServerFailure instead of NxDomain on Windows Server 2025. This matches existing KBE #131188; the quarantine added in #132065 was removed in #134141. The native DNS failure's root cause remains unconfirmed.

Split synchronous and asynchronous cases into separate facts sharing the existing assertions, and restore ActiveIssue only on the asynchronous case. The synchronous case passed in the reported run and remains enabled. This reuses the previous PlatformDetection.IsWindowsServer2025 condition, which also matches Windows 11 build 26100.

Restore the ActiveIssue reference to dotnet#131188 for the asynchronous case while preserving synchronous test coverage.
