If we fold these jobs together, we believe we can get faster execution time and less queue time. Additionally, we can simplify our build logic since we no longer need to support building the native assets separately from the managed ones.

Opening as draft so I can see timing impact before putting up for review.

Move remaining CoreCLR runtime test pipelines to direct product-job builds and Helix submissions. Preserve multi-mode, R2R, CET, GC, JIT, and SuperPMI coverage while removing the shared artifact-based test build and run templates.

Remove AnyOS/allTargets builds and the standalone CopyNativeOnly path now that runtime tests are built for each target alongside the product.

Build native test assets through Microsoft.DotNet.CMake.Sdk and use File API project references to stage per-test outputs. Share toolchain initialization with the existing native build scripts.
