Adds eth_config (EIP-7910) to pkg/methods/specs/eth-json-rpc.json.

The method takes no parameters and returns the fork configuration the client is running with: current, next and last forks, each with activationTime, chainId, forkId, blobSchedule, precompiles and systemContracts. It is used to check that a node is configured for an upcoming hard fork.

Current reth, geth and erigon releases serve it, and their responses on Ethereum mainnet are identical. Clients that do not implement it answer -32601 and are handled by the usual method-availability path, same as any other method in the spec.

go test ./pkg/methods/... passes.
