Fix release workflow to automatically create release notes

• Add release workflow as a manually triggered workflow that shall:
  1. Run build workflows before release
  2. Create code coverage report and attach it to release
  3. Create release notes page from docs/release7release_note_vx.y.z.rst file
  4. Create a draft release for committer to publish
