The HeartbeatRunner correctly suppresses HEARTBEAT_OK responses, but
the cron scheduler callback was blindly forwarding all agent responses
to Telegram. This caused noisy "[Cron: Reminder check] HEARTBEAT_OK"
messages whenever a cron job's agent run had nothing to report.
