Summary

  • make setup-action-validator verify that an existing bin/action-validator is executable before treating it as installed
  • add version checks for executable binaries and reinstall when the installed version differs from ACTION_VALIDATOR_VERSION
  • reinstall when a stale non-executable file exists to prevent lint-actions permission failures

Validation

  • make setup-action-validator
  • make lint-actions

Closes #2055.

Handle non-executable and version-mismatched existing bin/action-validator in setup-action-validator so lint-actions does not fail with permission denied when a stale binary exists.
