Summary

This fixes setup-action-validator so it no longer treats any existing bin/action-validator file as valid.

make setup-action-validator now:

  • checks whether bin/action-validator is executable
  • parses the installed version from --version
  • compares it to the pinned ACTION_VALIDATOR_VERSION
  • reinstalls when the version is stale or when the file is non-executable

This aligns behavior with the existing setup-actionlint version-check pattern and resolves stale-tool reuse reported in #2326.

Closes #2326.
