It seems somewhere in the process, it was decided to not make a "real" published `@ember/reactive` package after all. It's best to remove mention of it here, since it can confuse people.

It's best to remove mention of it here, since it can confuse people.Further down the document, in the "Consumption" section, it does accurately describe the current implementation state, a.k.a it being a virtual package, so it seemed like just removing the incorrect section was the appropriate fix.
