Plan viewer: PerformanceStudio's Parameters insight card #4598

Part of #4511, plan viewer parity with PerformanceStudio's (PS) desktop plan viewer.

PS desktop's insights strip has a Parameters card (src/PlanViewer.App/Controls/PlanViewerControl.Parameters.cs, 252 lines on PS dev). It lists the plan's parameters with their compiled and runtime values, and flags differences. It uses masked statement text where it reads the query (erikdarlingdata/PerformanceStudio@dcec793), with the card system's InsightParamsBrush accent and quiet state. PM's viewer has no parameters display.

PM's plan model already carries the data (PlanStatement.Parameters: name, data type, compiled value, runtime value). The port is the card and its logic, copied from PS's Parameters.cs with its texts, ordering and flags, placed in the strip with #4573's card system.

Pure helper and pins: the row list and flags built from a statement's parameters, the sniffing and mismatch flags, and the masked-text read. The layout goes in a screenshot plan. The viewer control is shared, so Lite gets it too.
