CI: Dependabot version updates + Claude auto-review workflow - #1644

- .github/dependabot.yml: weekly grouped NuGet + github-actions version updates. Repo-level Dependabot security updates are already enabled; this adds routine (non-security) bumps. NuGet lockfiles (packages.lock.json) are regenerated by Dependabot as part of each PR. - .github/workflows/claude-review.yml: anthropics/claude-code-action@v1 reviews PRs into dev/main on open/update. Advisory only (deliberately NOT a required status check, so it never blocks a merge); no-ops cleanly until the ANTHROPIC_API_KEY repo secret is set, and on fork PRs (no secret access).
