Why

On 2026-09-23, three lane PRs opened ready for review were merged from the UI before the coordinator's verification finished: #4020, #4022 and #4030. #4030 put a regression on dev: every enabled trace flag was hidden after an ordinary run, fixed in #4032. A draft can't be merged from the UI.

What changes

  • Lanes open PRs with gh pr create --draft and list anything they didn't run (a live test, the full suite) as an unchecked box.
  • The coordinator readies a PR after the checklist read, plus a review round for security PRs and irreversible data rewrites, then arms auto-merge.

Test plan

  • Docs only; no CHANGELOG entry.
