…'s field cut keeps emoji whole (#5834) get_investigation_reports and list_investigation_requests read one row past their page and say truncated when the window held more (journal_truncated for the journal); request_count and count become requests_returned. The web Investigations panel says when a read was cut. The brief composer's field cut uses the text-element cut, so it never splits a surrogate pair into U+FFFD.

Merge train 97: CI only, never merged itself. Member, in landing order:
fix/5834-reports-count-and-surrogate-cutat d124514): own run 38733932574 green on dev ab5b0b7; bot LGTM at the same head. dev has since moved to 7df92ef (Query Store read gets a 30-second per-database budget, carried to the next pass (#5813) #5831, the Query Store read budget: files this PR does not touch).
