Adds the shared dependency-graph workflow from scala-github-actions (v6.4.0). GitHub can't parse build.sbt, so without this the repo gets no Dependabot alerts at all. If some modules are unpublished (docs, it-tests), set modules_ignore, see the scala-github-actions README.

Walkthrough

The pull request adds a GitHub Actions workflow that runs on pushes to master and invokes the pinned dependency-graph reusable workflow.

Dependency Graph Automation

Layer / File(s) Summary
Add dependency graph workflow
.github/workflows/dependency-graph.yml
The workflow triggers on pushes to master and delegates execution to the reusable workflow at v6.4.0.

Estimated code review effort: 1 (Trivial) | ~5 minutes

Merge Risk: 🔵 Low · up to c9a7d

The new workflow may not submit the dependency graph when repository permissions are read-only, leaving dependency alerts unavailable; merge is reasonable with owner awareness, but the workflow should grant or verify the required write permission.
