This PR touches files which potentially affect the outcome of the tests of an exercise. This will cause all students' solutions to affected exercises to be re-tested.

I didn't get an update exercise banner on the site, and <PackageReference Include="Newtonsoft.Json" Version="13.0.4" /> is still present when I download the exercise locally through the exercism CLI. The online editor fails because it still has the old fsproi as well.
