Linked Media MSC3911 AP9: Media copy endpoint #3359

  • When copying media it should be in the unattached state until the user manually attaches it to a new event.
  • Storage might be shared in the future (by storing via a content hash)
  • Media size limits apply.
  • A new mxc uri is returned for the new media file.
  • The endpoint should only be available, when the MSC is enabled.
