This is a separated PR from the SOP Workgroup containing the design document and contents of Article 5 of the NCLR.

Filled out the Title section
Created a basic skeleton for the Features to be added section
Set the technical considerations section to mention it's just yaml
Copied the template, one for each article
Added the Article files for each article
Initial writeup for regulations.
Kinda need Githubs MD viewer to adjust now

Added sections for Confidential Hearings and Redacted Evidence, which are intended to be legal answers to the CTM and its contents.

Added sections for Civil Suits, which are intended to give general crew a way to speak out against non-criminal injustices.

Proofread and clarified existing sections to match other changes to A2.
Many of these changes are part of the larger design proposals from the SOP Workgroup, but it is important to highlight the ones that are vital for the Legal System.

Head of Personnel (Head of Service) -> Executive Officer (Head of Legal)\
Magistrate (CCVIP) -> Judicial Officer (Legal Deputy)\

Since the name Judicial Officer is not desired for obvious abbreviation related reasons what about something along the lines of Station/Company/NanoTrasen Attorney (a la District Attorney/U.S. Attorney IRL,) or Station/Company/NanoTrasen Prosecutor if there's worry about confusing defense attorneys and prosecutors

It was decided to keep the name of magistrate for the role, just with less aura (not being a CCVIP, but part of the Internal Affairs department)
