Closes Phase P5. Documentation and ledger only: no source change.

• workflow-log/P5-phase-complete-2026-10-27.md — the exit criteria with command evidence, the probe report, the deferred items that need people, and the four follow-ups the phase opened.
• P1 waiver, stated in full in the log: the phase gate passes G1–G8, the production build and the school-ops probe (15/16, floor 14). P1 (the full suite) failed locally on Windows with six files against a baseline of four: four are platform-only (eslint-gate, secret-scan, fix-encoding, crawlCrashPages) and two are load flakes that pass alone (mockPathsRetired, collectionRegistry). CI runs the same full suite on Linux and fails on anything outside knownFailingFiles; that step passed on PRs UI: module dashboards at the module root, and the school name goes home #54, Settings: an overview and three hubs, one home per feature #55 and PRD P5-W3: Ghana, South Africa and Francophone packs (P5 complete, 13/13) #56.
• The baseline was not tightened: the only locally better number (typecheck 2252 vs 2500) is platform-dependent by the baseline's own note, and tightening P1 from a failed measurement would loosen it.
• Four follow-ups opened and deferred out of P5's exit bar: P5-Q01 (make the gate's Windows-only suites skippable so P1 is measurable locally), P5-Q02 (Ghana BECE aggregate emits points, not the aggregate), P5-Q03 (Francophone progression vs circular 268; SN term window), P5-Q04 (wire packs into HR and reports).
• Ledger: P5 complete 2026-10-27, 13/13 done, 4 deferred; PROGRESS and the wave map regenerated; the handoff opens with the P5 state and the waiver.

Still needs people, as the log lists: native-speaker review of every locale, the payroll accountant's sign-off on the Kenya pack, country-pack stewards, the public application wizard's step 1, and the Ethiopian-calendar default.
