Location search incorrectly returning zero items for some collections

There seems to be a bug for some collections

Urban Base Layers collection records

What happens:

• When the UBL collection is selected and I refine it with the Location box, it returns 0 results
• The hex shows records present and I know they are there

To replicate:

• From the homepage, scroll down to the featured collections and select browse the UBL collection
• Pan and zoom the Location box so that just Minnesota is present
• Click search here
• 0 results returned.

This is also occurring for the Purdue campus maps collection. You can see that problem this way:

1. From the homepage, select "Maps"
2. Use the gazetteer in the location box to find "Indiana" and click "search here"
3. Scroll down to the Provider facet. Open it and find Purdue University. It shows 89 items. Click "include"
4. Results are zero.
