Investigation findings

Label applied: bug — this is a genuine defect in rust/build.rs.

Root cause

build.rs downloads the Copilot CLI binary from GitHub Releases during compilation. When the bundled-cli feature is enabled (which happens because [package.metadata.docs.rs] sets all-features = true), the build script unconditionally attempts an HTTP download:

docs.rs builds crates in a network-isolated sandbox — outbound connections fail with a transport error, which causes build.rs to panic and the entire build to fail.

The code already has a COPILOT_SKIP_CLI_DOWNLOAD opt-out for offline builds, but build.rs never checked for the DOCS_RS=1 environment variable that docs.rs always sets during its builds.

Why it regressed

The last successful build (1.0.0-beta.6) likely didn't enable bundled-cli by default or didn't reach the download code path. The current crate has bundled-cli in its default feature set, and all-features = true in the docs.rs metadata guarantees it's always active during docs.rs builds.

Fix (committed as b8339cd)

Added a DOCS_RS check at the top of the download section in rust/build.rs:

Without has_bundled_cli / has_extracted_cli cfgs emitted, the library still compiles fully — all public APIs and doc-comments remain visible on docs.rs.
