[Java] Add support for win32-arm64

Work in this Task deals with making the work done in #2301, #2393, #2402 and #2421 also work on win32-arm64.

• Review the commits for PRs [java] Add linux-x64 implementation of in process Copilot CLI #2301, Java: add Windows x64 in-process runtime and native classifier publishing #2393, and Java: add Apple Silicon macOS in-process runtime and native classifier publishing #2402 .

• The topic branch for this work is edburns/java-add-win32-arm64. This branch was made from the topic branch for PR Java: add linux-arm64 native runtime support #2421 copilot/add-linux-arm64-support. Therefore, it has the commits for that PR. Review the commits unique to copilot/add-linux-arm64-support.

All of this work is relevant to the work the assignee will do in this issue.

The assignee of this task must make it so win32-arm64 is supported in a similar fashion.

The human DRI will ensure that PR #2421 is merged before the work in the PR for this work is merged.

Packaging requirements

Using the existing style of packaging in the copilot-native maven module, add one for win32-arm64. Add testing as appropriate.

Test requirements

Add a new matrix entry for win32-arm64 in java-sdk-tests.yml job java-sdk-inprocess.
