Verified: fast-uri 3.1.5→3.1.7 is a devDependency-only bump for test/harness (transitive via ajv), fixing two high-severity advisories (authority injection via unvalidated port, host confusion via IP-literal brackets). I installed the new version, confirmed the vulnerable serialize() call now throws instead of silently producing an injectable authority string, and ran the full harness test suite (68/68 passing). The previously failing required checks (.NET macOS timeout/cancellation, Rust macOS in-process flaky e2e test) are unrelated pre-existing infra flakiness, not caused by this change. Approving and re-running the flaky checks before merge.
Resolve conflict in test/harness/package-lock.json: keep main's lockfile regeneration (from #2463 removing the @github/copilot dependency) and reapply this PR's fast-uri 3.1.5->3.1.7 security bump on top of it. Co-authored-by: Copilot <223556219+Copilot@users.noreply.github.com>
