Continue to work to remove the dead code #19104

DEADCODE.md contains an analysis of dead code that has crept in to the codebase - referenced from tests so it's hard work to unpick it. Most has been removed - we got to "dead16" but there is more to do.

Please continue to work on the next batch of changes. Make sure tests etc. pass
