remote: error: GH013: Repository rule violations found for refs/heads/memory/git-simulator.
remote: - Commits must have verified signatures.
error: failed to push some refs to 'https://github.com/github/gh-aw.git'
[remote rejected] memory/git-simulator -> memory/git-simulator (push declined due to repository rule violations)
Failed to push changes after 4 attempts: pushSignedCommits: failed to push orphan branch 'memory/git-simulator' (first commit).
Root Cause
The daily-safeoutputs-git-simulator workflow uses repo-memory with branch-name: memory/git-simulator. The memory/git-simulator branch does not yet exist (missing from the 21 known memory/* branches). The repository requires verified/signed commits, and the push_repo_memory action cannot sign the initial orphan branch commit automatically.
This is the same infrastructure pattern that affects all new memory/* branches — the branch must be manually seeded with a signed commit before the workflow can write to it.
Impact
P1 — workflow completely blocked, cannot run any iteration
All Z3-style constraint enumeration for safe outputs git configurations is halted
No data accumulates in memory/git-simulator until branch is seeded
