[lint-monster] lint-monster: fix context propagation lint in pkg/ctxutil #50162

Daily custom linter scan found 1 context propagation violation.

Findings

• pkg/ctxutil/ctxutil.go:17: use the passed context.Context parameter instead of context.Background().

Expected outcome

• Replace context.Background() with the function's existing context parameter.
• Preserve current behavior aside from correct context propagation.
• Validate with make golint-custom.

Remediation checklist

• Keep the fix scoped to the finding above.
• Prefer a minimal targeted code edit.
• Run make golint-custom after the change.
