[deep-report] Auto-Triage only labels machine-generated 'report' issues — genuine bug reports (#50580, #50581) stay unlabeled #50595

Description

The 2026-08-05 Auto-Triage report shows its scope is limited to recognizing machine-generated aggregate "report" issues (e.g. [model-resolution], [copilot-cli-research] prefixed issues with a gh-aw-workflow-call-id footer) and applying the report label. It does not classify genuine, human/agent-authored bug reports. As a result, real bugs like #50580 (trial --logical-repo github-context mismatch) and #50581 (trial false-success exit code) were filed today and remain completely unlabeled, outside both the report bucket and any bug/needs-triage/component-label flow.

Expected Impact

Closes a gap in the triage pipeline so genuine bug reports get labeled (component + bug/needs-triage) as reliably as machine-generated reports already are, preventing real issues from silently sitting unlabeled in the backlog.

Suggested Agent

Auto-Triage Issues workflow (extend its classification prompt/logic to a second category for non-report issues) — or a one-off manual labeling pass on the two issues below as an immediate stopgap.

Estimated Effort

Fast (< 30 min) for the immediate stopgap (label #50580, #50581); Medium (1-4 hours) to extend the Auto-Triage workflow's classification scope.

Data Source

DeepReport Intelligence Briefing analysis, 2026-08-05, sourced from Auto-Triage report — 2026-08-05 cross-referenced with weekly issues data (#50580, #50581, both open and unlabeled as of this analysis).
