One assignment, one coherent fix

The push_repo_memory glob filter silently drops files in nested subdirectories when only slashless patterns are configured, and a related report covers a workflow missing cache-memory.

Implementation scope

Align the eligibility logic in memory_file_eligibility.cjs with the memory directory layout so slashless patterns match files under the workflow memory folder, and emit a warning when files are skipped.

Done when

  • A regression test shows nested files matching slashless patterns are pushed.
  • Skipped files produce a visible warning listing the paths.
  • The daily secrets analysis workflow has its cache-memory configuration restored or the omission is documented.

Why now

The report gives line-level root cause and live reproduction affecting six workflows. It was not re-verified here against current code, so confidence is moderate.
